Dear Editor – ROC’s Issues in assistance of service through Government of Solomons is quite interesting as it overwhelm the joyous gladness moment of our people in the country when debating such bill in the chamber of Parliament.
I will dwell mainly to her assistance namely RCDF.
First of all I would like to thank the Government of both Solomon Islands and ROC Taiwan for the last decade to have been instrumental to address the growing basic needs of service provided to health sector and etc.
The nation knew your actions of leadership even though leadership role based on down to qualified people in outside judgement appearances through democratic system.
Some of us here just know that at first they called CDF where RCDF the world Rural has just included after a long debate in the Parliament huse.
I wonder if the Government of the day is sure to where the million dollars spent for this particular purpose as it divided into 50 seats of MPs throughout. The country represents 50 constitutional rights of developing rural livelihood.
Every year, the money poured in our country and still little were accomplished others complain about the money because they want to involve in the activity of its development in rural area, but the answer comes from their MPs was not enough for the population in that constituency. The really answer lies on our Member of Parliament of how well they show accountability and transparency to us. Government should be looking more on beneficiary outcome rather than dicussing the issue as free assistance without strong faith of its implementation from MPs and those who applied for several projects in the rural area.
I urge you Government of the day to fully sensitive of the issues such as of discretionary funds. Because we people think and decide you are worthy to go to discuss and address. Our concerns and expectations.
Before you become powerful as a leader, our rights were established as a majority to give credit honour for you to carry on, what not you want by self, but what we rural majority want from you. So we people not expecting you to discuss your own personal gains to the floor of Parliament. You must first serve your people and they will call you leader.
A leader is not individual without people or a favoured few who suit interested to minority – corrupt leader, served his own interest and his own house and pocket as other MPs still doing with RCDF fund.
It is my peronal right and constitutional right to bark on MPs for this particular fund because it is given to us by other friends as his sincere heart of assistance to us people of Solomon Islands, but channelled through their hands and powers as democratic procedure debated and passed in the house of Parliament.
No matter how many amendments passed on this particular fund to how it will be used and legally is for those I rural area with sensitive intension to develo such economic activities.
Furthermore, I supported both Mr Tabai for his Education letter in Star (4183) 8/3/10 and Mr Daukalia of the same issue article in Star (4195) 23/3/10.
But to the extent of my specific concern dwells entirely on RCDF, where I know this fund under discretion of 50 members of Parliament while other assistance fall under powers of certain ministerial portfolio in the Government ministries as this fund comes under ministry of Rural Development.
On the other hand, resource owners don’t care about this money once it was funded to them. They don’t think that ROC is provinding them for development but just only for pleasure where it spent and never receive it again, best to sustain the money and develop it to help in some areas of living on daily basis.
To my present member of Parliament of Central Guadalcanal, I only praise you because you didn’t deny your people here during your leading period except that you have not entirely reached everyone in you constituency as the time is limit and the door is closed, the Government ministries and MPs will now be caretakers until another battle of power is set for competition.
I see that you have done well according to required expectation of your people here at Central Guadalcanal. You have beenbuilt strong foundation to community leader’s confidence of your helpful leadership as our member of vision to lead forward with gentleness.
Nevertheless, as the topic spells of ROC assistance to us people place and government and so it is our responsibility to minister where the money spent and benefits us all Solomon Islands whether it is too small for us because of population wise growth. It must be used in most transparent way, so that our country moves forward through this kind of bilateral assistance.
Finally, I want to apologise to all MPs for may be some words stated that hurt you,just accept it with strong faith and determination to where a leader must be guided with such urging criticism to redirect system of leadership. May God keep on moulding you to be his statesmen in our beloved country Solomon Islands?
