I thank George Suta for raising the issue.
As the Treasurer of the Development Program of our Community Secondary School, we waited for more than two years for the management of ADRA Solomon to make it clear or resolve our problem, but from numerous assurances from the office nothing has been forthcoming.
Therefore, given the similar issue that was raised in your paper, especially the management of the above agency in the country, I thought this could be a chance to contribute to the above discussion as well.
In 2006, our school managed to be included on the EU Micro Project Assistance for School Development Project in the country.
The assistance was mainly granted for the ablution system for the school. This is for both boys and girls dormitory as well as for the staff residences.
We were also advised at that time that ADRA Solomon was approved to execute the project.
In 2008, ADRA off-loaded the relevant materials to the school through a shipping operator.
To our surprise almost all the major materials like cement, few pipes and other materials were not off-loaded.
The only advice that we received from ADRA officers was that other supplies will come later. For nearly 2 years now nothing was delivered.
To solve our problem in that year, and in fact not to disrupt the operation of the school, our school board requested an assistance from one of the community’s businessmen, having in mind once the ADRA supply is receive the school will return the cement back.
As a result more than 50 bags of cement were received. The school also committed part of its grant money from the Government to get other required materials. At this stage we are yet to return or refund the borrowed material (cement).
I am not sure whether there are similar cases, but the issue here is, it raises questions on the accountability and reliability of this reputable organisation. Donors and even respective authority at some point should be aware of such issues as well.
To the ADRA management and the Mission, such experiences only raise questions regarding your integrity. Why holding on to dishonest staff. It only tarnishes your reputation.
By the way, it reaches a time that we will be lodging our formal complaint and report of your incomplete project.
A project that was fully funded by EU, but was not completely executed by you.
