Dear Editor – I have read the above captioned in the Sunday Star Issue dated 18th June, 2017.
It was an issue of concern raised to the Solomon Star by one concerned citizen from North West Guadalcanal Constituency named Josiah Meti.
He was calling on the National Government leadership level to prioritise the need to legislate on issues that are immediate to be dealt with in Law for the good governing and existence of its institutions and citizens.
He cited that there are fundamental areas in life which remain to be issues of concern to Solomon Islands and its people, thus the need to be legislated and regulated than legislating for the governing of our nation and people’s welfare on areas that are not urgently needed or required for our survival as a nation and people.
He stressed that although those issues may be needed, they are not fundamentally urgent.
Henceforth, he cited the effort accorded by the National Government in legislating for the regulation of “No Public Smoking” and “Domestic Violence Laws” as classical examples.
Whilst Domestic Violence Law is important and immediate, Josiah Meti perspective could be reasoned to mean that the passing of the law had miserably failed to response positively to addressing the root causes of domestic violence.
All that it does is legalising the adverse impacts or effects of domestic violence by undermining the need to legislate and regulate for the legalising of the root causes of domestic violence, hence our compliance to irregularities or wrongdoings made to be LAWS need to be retraced.
Remember! honourable leaders, legislators; regulators and governors of our human wellbeing and societies, we can never ever change the LAW and Mind of God.
No matter how much reasoning we hold in qualifying the passages of the domestic violence law, the fact of the truth remains; what is sinful before God remains sinful!
Legalizing wrongs to become rights is ineffective to God! So, where do our Honourable Parliamentarians legislative, regulatory and governing roles begin to start with God as a government of a professed Christian nation or country? I hope that equitable justice can only reign in this country if our Parliamentarian decisions are rooted in their compliance to the divine nature of GOD’s LAW for mankind.
Let us consider the above stated scenario from the perspective of a domestic violence case inflicted on the family by either as a result of the man or woman being obviously caught or known to be on the opposite sex or having extramarital affair for material times that is devastative to the rule of our Inheritance LAWS or Cultural and Religious LAWS, and where the culprit is taking advantage of the fact that his or her acts against our morale human and Godly attributes are fully protected in manmade LAW, thus maintains his or her innocence until proven guilty as a result.
I guess there are many people like him and me sharing the same view in expecting the National Democratic Coalition for Change Government (DCCG) and its Leadership to formulate and pass Laws that will directly and positively impact on mitigating the deteriorating social, religious and cultural wellbeing and livelihoods of our communal populace and societies.
Apparently, the respect for the rule of anti-laws being legalized on the floor of the National Parliament by our parliamentarians is enormously regrettable to the extent of fuming social, cultural, religious and economic disorders in our national, provincial and local governing institutions, thus, the enabling LAW Enforcement compliance of Police Officers in subjecting civilians to the rule of ant-behaviours made LAWS by our Government is definitely challenging the norms and values that gave rise to the gravity of sustaining the peaceful coexistence of an orderly nation, people and society that are governed with respect, honour and reputable dignity in leadership.
I am encouraged to note the credible leadership ability of the country’s distinguished Governor General and His Excellency Sir Frank Ofogioro Kabui who shared a very broad base or in-depth view on Alcohol Excessive Consumption and illegal brewing; its associated negative social impact to our nation and its societies; and legal instruments set in motion to deal with such issues of concern.
On the same strive, I am also compelled to share the expressed view of our distinguished Governor General and His Excellency Sir Frank Ofogioro Kabui on the issue of excessive alcohol consumption and its catastrophic effects on our growing nation and population wellbeing and livelihoods during his recent nation wide 2017 Queen’s Birthday Message at Lawson Tama Arena.
Furthermore, our Parliamentarian are being elected to be sole legislators and regulators in terms of LAW and Policy formulations that seeks to appease the mind of GOD and his manhood nature seen or realised in its peoples and government as a nation being founded on GODs Christian principles and given Traditions and Cultures, therefore, above all odds need to first of all legislate to regulate in the interest of satisfying the human society and its inheritance religiously-based Cultures that are morally and ethically right.
However, they need to prioritize their LAW making responsibility on issues of fundamental and immediate concern to the Church of God and its human society is foremost, therefore, legislating and regulating No Public Tobacco Smoking as an example is definitely challenging both, the Tobacco Cigarette Smokers and the Industry.
In actual fact, the restrictions of selling single tobacco cigarette role instead of purchasing it in bulk or packet in retail shops is economically benefitting the business Wholesalers and Retailers than ordinary consumers. In this regard, the government serving of businesses interests in the pretext of health concern for our people is a vague and fake public regulation that matters not to the right of an individual to make a choice not or to buy and smoke tobacco cigarettes.
Actually, His Excellency emphasis on the severe density of alcohols related disorder problems is extensively remarkable to be noted as substances of alcohol are cited to be the main causes for most of the injustice and mischief committed in our nation and societies.
It is really a compelling environment but with regrettable facts that as a concerned government of the people need to seriously adhere to the concern that Alcohol negative effect on society is not difficult to find and experienced in Solomon Islands.
In this connection, my reading of His Excellency’s message is clear that the LAW which controls the use of alcohol has not changed much since 1970, and suggest the National Government need to regulate for the control of production of illegal alcohol where the substances for brewing of alcoholism like yeast is to be restricted and confined with strict compliance mechanism imposed to reputable bakery companies only but with severe penalty attachment.
Interesting to note the fact that National Parliament had passed a motion in 2005 for the production of homebrew (kwaso) to be addressed, hence calling on the Minister of finance and Treasury then to amend the Second Schedule under Section 34(1) of the Customs and Excise Act and include “yeast” as a restricted import item in that schedule, and nothing had happened to implement the passing passage of that Motion for the last 11 years. What an astonishing era to note!!
We know that the functionary for this purpose is vested on the Comptroller of Customs & Excise, however, we expect DCCG lead National Government to hold someone to be responsibly blamed for causing a lot of damage to our human society for the past 11 years, thus, we expect nothing less than the speedy implementation of the ACT by the current Comptroller of Customs & Excise for the betterment of our society.
On the overall issue of concern for the government to prioritize the better governing of our nation, people and society based on issues of fundamental concern that negatively affects the life of our citizens, alcohol abuse as an issue of concern is immediate in comparison to NO Public Tobacco Smoking Advertisements.
Common sense and wisdom is the baseline for academic growth, therefore, National Governing leadership need to come down to our basic roots to realise and appreciate the orderly development growth and environment once respectfully and peacefully enjoyed with our values and norms intact.
My contributing view is the National Government need to be considerate on issues that are severely detrimental to our human survival and peaceful coexistence, therefore, it should legislate to regulate on specific life areas of respect fostered for the compliance of our citizens and government institutions when it comes to LAW Enforcement and Compliance.
To be specific and direct in this cause, when will our GOD fearing Government and Leadership as expected in the current DCCG Regime consider addressing the issues of our fragmented Nation and society that were orchestrated by the increase of illegal Alcohol brewing and consumption, anti-behaviours, breakdown of our cultural and religious norms and values, separation of families, intrusion increase of foreign concepts in contrast to our moral standings that are appropriate for sustaining an orderly society that is respectful and peaceful in life with the view to immediately legislate to illegalize the acts of prostitution and having extra marital affairs; legalize mechanisms to deal with unnecessary alcohol consumption as being the main root causes for domestic violence in our society and nation today?
The government need to reverse the trend of legislating in the monetary interest satisfaction level of businesses as corporate entities by satisfying the wellbeing and livelihoods interest of the human society with a speedy revisit of the Customs & Excise ACT; Liquor & Associated Ingredients ACTS and the passage for a LAW in satisfying the mind of GOD dealing with the ACTS of Fornication and Adultery which is sinful and criminal in Gods sovereignty, therefore, the need to criminalize our contravening acts against GOD and Man having dominion power from GOD over lifeless blood entities that depends on man for their survival.
It is our prayer in hope that the RAMSI Farewell Period and Exit is a success story that our Leaders and their people and society have enjoyed and achieved peace with respect and unity through RAMSI Peaceful and Safety Created Social, Economic, Religious, Political and Cultural environments.
