The issue of increasing demand for tertiary scholarships every year is pressurising the government to exhaust its limited funds, which contributes to low cash flow in the treasury.
This was revealed by Permanent Secretary (PS) for Ministry of Finance and Treasury (MoFT) Harry Kuma when he appeared before the Public Accounts Committee (PAC) on Wednesday.
The PS was responding to question asked by Chairman of PAC Rick Hou about the pressure encountered by the government in their expenditure.
Kuma explained that these situations normally occurs on periods when government is collecting low revenues, thus put the treasury in a stressful situation to collect money to meet the demand imposed.
“These tertiary scholarships are not in the budget and are unforeseen matters that arise at the beginning of the year.”
He said what happen is the reallocation of resources to some urgent needs that government have to address, thus formality will be taken to ensure the legality of these allocations for this unpredicted commitments.”
