Dear Editor – Review of Konggulai water source after every four years is long overdue since 1995.
Successive persons holding the post of commissioner of lands and management of SIWA including successive governments simply ignore the above issues as not important after the first review in 1991.
The Konggulai land owners and the registered trustees both past and present became very frustrated, which led to incidents of closure of the water source in 2009 and the filing of the case by SIWA against the current land trustees which is still pending ruling by the High court.
Our frustration over the non action by the government as a lessee had led us to issuing letters of threat to terminate the lease in the past in the hope that the government can wake up and take urgent action on this matter.
We have already submitted our proposal to the government authority and SIWA management for review of the lease and we are led to believe that it will be done and concluded after the passing of the government budget in April 2015.
There are two main issues in our proposal.
Firstly payment of the balance of the outstanding 25 percent unit consumption arrears, part of which was already paid in 2012 and the review of the terms of the current lease. We cannot continue to deal with this issue in this manner and our patience has now ran out.
Within the next seven days from the date of this letter to the 17th May 2015, we demand the government to consider and agreed with our proposal.
If the government does not act to resolve this matter with the 7 days period, we have no other options left but take appropriate actions as we see fit.
Firstly, we unilaterally refuse to receive anymore payment from the 25 percent unit consumption commencing from the end of May 2015.
Secondly, we will terminate or cancel the lease on the 18th May 2015 for failure on the government to carry out a review of the lease in the last 20 years.
We will not attend any further meeting called to discuss this matter.
We simply want the government to inform us of its decision on our proposal.
